Golden Gate Extract failing to start

Hi Gurus,

I have 4 node 11203 RAC database ,one of the instance(4th ) has been brought down or inactive.I'm getting the below error when i'm trying to start the extract process even though i have alter the extract with begin now or timestamp or at specific extseqno.

I have another extract process on the same node running fine against the same database.

GG version is  Version 11.2.1.0.21

Please let me know what needs to be done to hav eit started .
