Fuel surcharge not applied for shipments from a bulk plan job

We have numerous rates and 4-5 fuel formula (rate factor rules). We are not using accessorial default to calculate fuel. Instead a new accessorial cost is calculated and attached to rate offering whenever rate factors are processed. Of late, we have issues where certain shipments don't have fuel on them. We validated the setup and timing when the accessorial cost was created. There was valid accessorial costs associated on the rate offering but still the fuel didn't apply during  bulk plan (around 50 orders in each bulk plan)

Later when we do a re-calculate cost or RIQ, fuel is displayed. At the time of bulk plan, certain shipments randomly miss fuel costs. I validated if its the cache(ReAccessorialCache) capacity for accessorial. Below is how the values are displayed
