adpatch hangs on akload.class

Apply adpatch 19248224 hangs on Filename akload.class.  I've tried updating s_adjreopts in the CONTEXT_FILE, but got the same result.  Has anyone resolved the issue?  We're on Oracle E-Business Suite R12.1.3.
