Item restriction towards any transactions in an inventory

Hi All,

I have a business requirement, one subinventory has 5000 items among which 2000 items should not be transacted in any of the Inventory transacions But when business needs they will put Misc.Issue to reduce the consumption stock.

How to achieve this?
