ROw security advice on MCU and LOCN of F4100

Hi, let 's say user wanted to block user from adding new location regardless of the MCU..i would define as below :

exclusive row security :

F4100     LOCN  *blank ZZZZZZ   N N N N N

above line is to secure from blank to 6 alphanumeric ..not to secure 6 above alphanumeric ,,,is that correct ?

If based on MCU then i would define as :

F4100     MCU  000 100   N N N N N

F4100  MCU  101ABC  101WWW  N N N N N

above is to secure  from 0 - 100 and from 101abc to 101www  ......is that correct ?

pls correct me if wrong..
