Electronic Tax Reporting for Germany

The Index.XML & gdpdu-01-08-2002.dtd are both files that are required for Electronic Tax Reporting in Germany.  The Implementation Guide for the German Localization references document ID 987747.1 that provides these files.  This document says the files are for versions 8.12 & 9.0 of JDE.  The JDE Applications 9.1 Update 2 Special Instructions document references Special Instructions for the BUG 16479090 that says there are these files for 9.1.  This Bug does can not be found on support.oracle.com nor can any other electronic tax reporting documents for 9.1 other than the localization implementation guide.  Is there a specific enhancement bug for 9.1 or any other issues/documentation/new files used?
