Compliance Score 51% is below critical threshold

I recently installed a new OMS with the most recent version of Enterprise Manager and the latest version of oracle 11g.  On the first time logging in I see that I have a Compliance Score of 51% which is below the critical threshold.  After a convoluted method of drilling down I found that I had what appears to be 5 violations which could be corrected via the following 5 patches.

18681862  patch for DB

18522509  patch for DB

18721761  patch for agent

18040640  patch for weblogic,  This one was listed and counted twice for some reason.

Ridiculous that the latest downloads are listed as out of compliance but ok I will jump through the hoops.  So I downloaded and applied the weblogic patch via Oracle Smart Update.  I then downloaded both of the patches listed for the database and applied via opatch
