Batch Enrollment Setup for Affordable Care Act

Hi, does anyone know how to setup batch enrollment to meet the 2015 ACA laws? Oracle has a white paper where they state that batch enrollment will meet the testing requirements (through plan and enrollment rules). However, I can't make sense of how to setup the rules to test for a 3 month measurement period, with a 6 month lock in period. I understand how to do this if we had just two six month periods to consider back to back in the year, but the law requires new employees to be intially measured based on their hire dates and
