Collected item by ASCP but do not create a planned order if demand is found against it?

Does anyone know a way to setup an item so it is collected by ASCP but does not create a planned order if demand is found against it? I've tried different combinations between planning method and plan type but cannot get the results I am looking for.

The reason for this requirement is the item is discontinued with on hand inventory. Users would like to see all items with on hand quantity in the plan but do not want to plan additional goods if a sales order comes in for a quantity greater than on hand.

I am running a single level Manufacturing plan.
