What is the effect of NOT running root.sh?

Some of my peers claim that it is not really necessary to do this when installing the 12c agent on a new server, because everything looks OK.

But I suspect otherwise.

I can see that the script changes some ownerships and permissions in the agent12c/sbin directory, but what are these executables used for?

What is likely to go wrong?
