EBS - BIP (excel) report output has different cell fill color than the template

I have created a BIP report using excel, and it is working fine, all the data etc however when I use excel to fill the header cells with a color it isn't showing the same color when I run the report.

Hopefully this is made clear in the picture below. On the left is the report output from E-Business Suite, on the right is the template that was uploaded via XML Administrator. You can see that the shades of blue are different, and even in excel it shows the RGB values as different. take the top left cell for example. In my template it has RGB value (22,54,92) but in the report output it has RGB value (0,0,128)
