In Preference Master P40070, how can the "Enable Dates" field, alias ENED, be set to "N" for Quality

In Preference Master Program P40070, how can the "Enable Effective Dates" field, alias ENED, be set to "N" for Quality Preference 18? We just started to configure System 37 and noticed that it is set to "Y". Preference Master Revision Form W40070D does not display the "Enable Dates" field for Preference 18.  Oracle white papers 979716.1 and 1397663.1 state that both the Enable Effective Dates and Enable Effective Quantity fields must be set to "N".
