Chart of Accounts Table Based Value Set

Dear All,

I have a requirement of restrict transaction based on segment

We have a chart of account with 7 segment

Segment 7 value set is table based and the values are coming from project table.

How I can stop transaction , if a job is closed in project master.

I want to restrict the user entering transaction after the project closed date.

Independent value set we can put end date , but table based value set I don't know how to achieve this.

Waiting for a solution.
