how to Improve performance of Siebel Inbound web service initial call timeouts?

Hello Experts

I have a siebel inbound  web service the initial call taking longer time than subsequent calls, when I test through the SOAP UI most of the time initial (After EAI component restart) calls are either time out or taking more than 1 minute to get response.

subsequent calls taking less than 2 Seconds. how to improve the performance of a first call ?
