when using R31410 to commit items and lots to work orders, does it depend on lot expiration date onl

I was using R31410 to commit ingredients to work order, the item commitment processing is set to commit by lot expiration date and the item is existing on a lot with blank available and on hand quantities and its expiration date is  31/12/2114, when I ran the report, it assigned that empty but not expired lot as a committed lot on the work order parts list and when I changed the expiration date to 31/05/2014 it committed from another lot other than that empty and now expired lot.

I wonder, shouldn't this report commit items from non zero lots and not expired and not from only non expired lots???
