BI Publisher with "BI Server" Security doesnt respect BI server security

with BI Publisher set to use "BI Server" scevurity, reports are failing to respect the OBI Security which is defined in RPD.[Application Role -> Data Filters].

does anyone have any proper documentation on how this works? I have gone through the oracle documentation - all that explains is the connectivity.
