DBAs Prorating Incorrectly

Is anyone experiencing problems with DBAs prorating?  When we upgraded from 8.11 to 9.1 our DBAs are prorating for our autopaid employees whenever time entry is processed for them.  When we upgraded we set the Rate Control (DEFR) field to a "1" on the dba codes.  But it doesn't seem to matter what the code is set to - blank, 1, 2 or 3 it's always prorating and there has been no rate change.  Any ideas?
