RPC 17774755 applied, but INV patch 18076740 skipped

According to Note 1638535.1, INV RUP 8 patch 18076740 is included in the 12.1.3 RPC.  This patch was skipped during the application of the RPC.  Inventory is a shared product in our installation.  Should this patch be applied separately, or skipped completely?
