EBS login page still loading - IAS Cache initialization failed...

Hi,

Today the EBS environment Production wasn´t responding... users see login page loading and page remains in blank.

Looking into the oacore.err it shows the following:

14/08/18 14:06:41       at com.evermind.util.ReleasableResourcePooledExecutor$MyWorker.run(ReleasableResourcePooledExecutor.java:303)

14/08/18 14:06:41       at java.lang.Thread.run(Thread.java:662)

14/08/18 14:39:36 Error: <connector name="OracleASjms" path="OracleASjms.rar" /> will not be bootstrapped since corresponding module declaration was not found in application.xml.

14/08/18 14:49:48 Exception in static block of jtf.cache.CacheManager. Stack trace is: oracle.apps.jtf.base.resources.FrameworkException: IAS Cache initialization failed. The Distributed Caching System failed to initialize on port: 12351. The list of hosts in the distributed caching system is: 10.55.48.28 192.168.198.146 10.55.48.27 10.55.48.29 . The port 12351 should be free on each host running the JVMs.
