VAT Groups in R12

Hi, there is requirement to create VAT Groups as a reporting entity above multiple Tax Regimes.

I know, there is a checkbox in the Tax Regime Definition form, but I´m missing a complete explanation, what this functionality is doing. Can anyone help?
