R12.1.3 - Enter large volume of major minor category values in the value sets

We are on R12.1.3. We have a high volume of major minor category values which need to be entered in value sets. We are trying to leverage Dataload to enter these values, however we have to query the dependent value set with the independent value set value to do this. This is very time consuming. Is there a more efficient way to do this?
