Error message when Trying to Terminate a Formatting 12.1.3 Payment batch

A 12.1.3 Payment batch was hanging at Formatting stage. Tried to Terminate it as this is what the 12.0.6 team does. But in our 12.1.3 system it wouldn't let me do this and gave the following  error message: Payment Process Request cannot be terminated because one or more associated payment instructions cannot be terminated'.

Is this normal that you can't Terminate a batch that in thr process of Formatting, if so why is the Terminate button there? Also ig a batch is hanging and not going forward how do we get rid of it to re-run the Payment batch again if we cannot Terminate a Formatting Batch
