PBCS Planning Access for Non-Admin Users

If we make the user part of the Power User or Planner groups and set up those groups in security filters in the Planning app, when the user logs into PBCS, they get an ERROR 403 webpage message and can not access Planning app.  If we change their security group to Service Admin, they can access Planning.  How do we setup non-Admin users to access Planning app in PBCS?
