Error 403--Forbidden

When I try and open a direct link for a web viewable file that I don't have permissions to open, then I receive an unfriendly 'Error 403 Forbidden' message in one of my systems but in another system I receive the message "Unable to download 'DEV_123456'. User 'myusername' does not have sufficient privileges.".

Is their a config option to determine what page is displayed to the user? I can't work out why one is behaving different to the other? Can someone help as I'd prefer for both instances to display the 2nd message as it's more meaningful to the user
