Pop-up P05410P form W05410PB does not display in 9.1

We are upgrading to 9.1 from 8.12, we are testing the ESS Open Enrollment process and noticed that if the enrollment event is closed, it by-passes the Health & Welfare Enrollment and Indemnity Plans and goes right to Preview Benefit Changes.  In 8.12, it attempts to hit those two sections but a pop-up form displays saying "No Action Needed."  We did a straight conversion from 8.12 to 9.1 with no additional changes.  Going through the configuration I've noticed that Next Action Steps are missing from the ESS Process Flow Detail items in the 9.1 setup.  I've tried to change them
