Does the costing for percentage quantities roll up for costing?

When the quantity per, on a BoM, is a percentage of the unit of measure the total cost on the cost rollup and the Costed BoM does not appear to roll based on the percentage amount.. It appears to roll it up to 1.  is there a setting I am possibly missing that would need to be in place to fix this?     The parent in this scenario rolls up to $41.9721 when it should be $2.5585.

Parent Part#          Total = $41.9721

     Outside Processing D1 = $1.935

Component#1    Qty per = .05         (.05 x .53) =  $.0265  

                                                                 Unit Cost = $.53                

Component#2    Qty per = .0149     (.0149 x 40.)  = $ .596

                                                                 Unit Cost = $40.00
