session time out settings in OTM 6.3.3

On our combination 6.3.3 app/web server I have modified the web.xml file to set the session-timeout from 30 to 15.  I have restarted my servers but the change does not seem to be taking affect.

Is there any other places that I need to modify the timeout? I checked the security guide but the web.xml is the only file mentioned.
