srvctl stop home failover service automatically

Hello experts,

                       I have one doubt regarding service failover in rac.Usually when we use srvctl stop instance -i <inst name> -d <db name> service does not failover automatically.I have tested this in our test environment.I am using 11g R2 with exadata bundle patch version 24 (i.e 11.2.0.3.24).If I use srvctl stop instance with -f service failover automatically in available node.My question is if we use srvctl stop home will that failover services automatically in available nodes for all the databases.This is required when we use rolling patching specially one off.Please advise/suggest on this.
