APEX to BI Publisher 11 report webservice character limit

Is there a way to increase the webservice limit for the BI Publisher Webservice?


I currently have APEX 4.2 using the BI Publisher 11 ReportService to generate certificates (RTF upload and Datamodel), however when I the data output contains 16000+ character limit the generated file comes back as corrupt.

I am able to login to BI Publisher and generate a certificate without errors it is only when APEX connects via the webservice.

Note: I have previously seen the same issue but a 10000+ character limit when using BI Publisher 10
