Internal Sales Order API

Hi All,

I have a very basic question , can you please help me.

Can we create a Internal Sales Order without Requisition, My requirement is to create an internal sales order and fulfill, can I by pass the requisition creation and directly create the Internal Sales Order by populating the data in the order interface tables?
