Connection Error while integrating CRM On Demand with Outlook 2010 on Windows 7 Op Sys

We are following the document for setup of the CRM module.   For machines with the XP operating system we’ve had good luck, but we are having inconsistent results on Win7 machines.  For Win7, in some cases following the process works exactly as designed.  In other cases we run the install using a workstation admin account (regular user accounts lack sufficient access at the OS level) and it appears to complete, no error messages, but the Siebel add-in doesn’t appear anywhere in the Add-In list in Outlook.

We’ve run the system configuration check and that doesn’t report any errors.   Are there any known issues with Win7, or is there a standard troubleshooting document we can follow to figure this out?
