ASR manager implementation (multiple sites)

What is the best practice to implement ASR when customers have multiple sites (different locations)?  Installing an ASR manager per site would be the best option?  If the customer had the possibility to route SNMP traffic from site A to site B,  Could he implement only one ASR manager at site B?
