Sick and Vacation DBA Accruals

We have a standard DBA to accrue vacation and a DBA to accrue sick time.  Out of 530  employees, JDE has decided to pick on 5 and not accrue any hours for them.  None of the 5 have reached an annual or ITD limit.  Their EE DBA instructions are not end dated.  Any ideas where one should look?
