Entity Cleanup

We need to clean-up/delete a large number of entities from a planning application.  What would be the best method to accomplish this? Currently they are using DRM to create an outline load file for Planning.  I have also used Outline load utility to remove a smaller number of entities.  They have also asked it would be easier to build a new app.  Thoughts and/or suggestion?
