how to achieve all the parallel threads using DBMS_PARALLEL_EXECUTE for huge DML

Iam using DBMS_PARALLE_EXECUTE for bulk inserts and not able achieve all the parallel threads ..Do we need to check/tune any init.ora parameters in 11202
