Material Status and reservations

We are running Oracle EBS 11.5.10.2. We use Material Statuses to aid in pick release, identifying aged product, etc. We have a question from one of our VP of Distribution Centers who insists that Material Status in this release can be set to NOT show inventory as available. I believe in R12 this is possible, but not R11, and that in R11 a status cannot be set to make an item unreservable. Is anyone able to confirm this? Thanks, Margot
