Cost Plus Mark Up calculated by cost rate (WDPRIC)

<Q> We would like the ability to have the Cost Plus Mark Up table and associated programs be changed to allow billing rates / markups to be determined by the cost rate (WDPRIC) on the record.

We have a contract where we need to apply a 29% Mark Up to all F4812s whose WDPRIC field is $11.00/hr.  For all other F4812s on the contract, the mark up should be 10%.  The users don't want to use a cost code, work order number, Job Type, Job Step, etc to indicate which records will have an $11.00 cost rate.  In other words, they don't want to do any special set up, other than
