BPA - Quantity released is greater than quantity agreed

Hello,

i just ned to ask: customer have some blanket purchase agreement, where at line 1 is quantity agreed = 20 and quantity released = 22. For him this is defect and i am not sure, if this is standard behavior. Please, is field quantity released just for information, or not? Am I right, that main criterion is only amount limit?
