Absence validation

Hi All

We have a requirement. We have a absence type called 'Casual Leave'. Yearly balance for this leave type is 12 days. Employee can take this leave any time without exceeding this balance. The people who joined after 31-jan-2014, will have the leave balance in prorate basis.

i.e if the employee joined on feb-2014 will have yearly balance of 11 days

    if the employee joined on may-2014 will have yearly balance of 8 days.

   If the employee doen't take these absence , the remaining balance will not be carried over.

How can we achieve this? Please help
