Can Flat Burden be calculated on certain pay types but not on others?

Is there a way to calculate Flat Burden on specific pay types?

I understand that Flat Burden does not calculate on lump sum payments; therefore that leaves it calculating on ALL pay types based on hours.

In the situation where for several reason, rather than using Benefits, we would prefer to setup certain pay items like mileage and meals or per diem using the "hours" field to enter units like number of meals or mileage with a pay rate setup at the pay type, then I am lead to think that Flat Burden would also calculate on those, is this correct?
