What makes a purchase order to be not available to specific user? APP-PO-14122

We're using Oracle E-Business Suite release 11.5.10.2 on Oracle Database 10.2.0.2.0 running on IBM AIX 5.3.6 platform.

One of our users reported that he cannot view purchase orders due to APP-PO-14122: No records meet your search criteria.

I tried to query the same PO number using another account and I can view the details without problem.  Any idea where to begin troubleshooting?
