HFM application Dimension, "phased submission start year" is empty, ok or not?

Just found the Scenario dimension, there is one member, the "phased submission start year" is empty, and "Maximum Review Level" is "1"; while the other scenario members have "phased submission start year" as "2013" or "2014", and "Maximum Review Level" is "10". Will the empty "phased submission start year" impact the HFM applicaiton redeployment in EPMA? thanks. Environment: Windows Server 2008, HFM 11.1.2.2
