Why budget Control Level cannot be set?

@Dear Sir/Madam,

I found that in the project and task detail report, the control level is missing. And there is no value for budgetary contral, no value for task, no value for resource group in the project and task details report. And the problem is that no value is generated for the project  fund available report.

Would you please let me know how to fix this problem? how to make the control level enabled, and to generate value for the fund available report?
