Items not available in PR/PO

Hello,

Please your assistance with this issue. We have purchasable items that are assign to organization that is also OU but can not be chosen in PR/PO unless they will be assign also to the other oganization which is under the same OU.

Please your advice. I've checked the security profiles and it looked ok but maybe I'm missing somthing.
