Total Location Not Consolidating on Planning PBCS

When I set my headers in Smartview for Total Department / Total Program / Total Locations, for certain accounts, they don't show consolidated numbers.

When I go to the actual location for these affected accounts, I can see numbers.

What's even odder is this location has several parents listed below.  I can see numbers when my Location is set for 0209, Orange County 2, West, West Division, but not for Total Location!

My calc script is pretty straightforward.

FIX ("Actual", "Final","Jul":"Jun","FY14")

  AGG ("Location","Weeks","Department","Program");
