high cpu utilization during gather stats job

Hello expert,

                    Recently we have observed that remote connection was failing when gather stat job was running.Basically from the v$wait_chain we identified that one old session of gather stat was blocking current session.During that time that sql-id came as top with repsect to highest cpu time.In oem report also we found cpu wait graph at peak.Later we found that there was no resource allocation in level1 for existing plan.Resource allocation starts from level 2.What is the impact if we don't assign any resource in level 1? Please find the attached plan
