WebLogic 12.1.2 Admin Console throws java.lang.ClassNotFoundException for org.apache.xerces.jaxp.Doc

I am running WebLogic 12.1.2.0 using JDK 1.7.0_55 64-bit on Red Hat Linux. In the WebLogic admin console I take a lock and edit and make changes and save. For example, for the admin server I go to the server start tab and try to set the memory setting. The exception below happens in the logs when I click activate changes. I also notice the error in the WebLogic Admin Console. There are no other users making changes or taking ownership.

All changes that are done through admin console cannot be made. Help me solve this issue please!
