Under received store-to-store shipments are not not going back to Shipping Location

I'm having issue when store-to-store transfer is created and under-received.

Currently RMS system options are set to:

SIM_FORCE_CLOSE_IND > NL

No Loss (NL)—No loss is assumed. The inventory that was shipped but not received

goes back to the sending location. This is applicable only for store-to-store transfers;

  Scenario  :

Both stores are SIM manged stores.

1. Store A SOH 44 items

2. Store A transfers 4 to store B Store-  A SOH changed to 40

3. Store B received only 3

4. Store A SOH is 40 but should change to 41

Any suggestions.
