Resetting SADMIN responsibility from "siebel administrator" to "Default responsibility" after inact

we inactivated most of the unused inbound and outbound out of the box siebel webservices from from on of our environments, after that every server restart the system setting SADMIN responsibility from "siebel administrator" to  "Default responsibility"  and not starting the siebel services. we have to login to thick client and setup back to siebel administrator to get the application services starts.

Any idea what could be wrong? anything related to any out of the box web service?
