Has anyone experienced WEB ADI Template (Excel) protected cell issue?

We are testing the recent released Office 2013 compatibility patches for Oracle EBS.  It has affected our generated templates in such a way that we can no longer create Macros in the template, In the blue area near the header.  Its almost like the cells are protected.  If you type anything in a cell the text disappears,  you cannot copy a macro from another template and paste into cells as a result.

Any ideas?
